Licensed asbestos removal covers higher-risk work that must only be undertaken by a contractor holding a current license from the Health and Safety Executive (HSE). This commonly includes work involving sprayed asbestos coatings, loose-fill insulation, most asbestos pipe or thermal insulation and work involving asbestos insulating board.
PLANNING AND NOTIFICATION
Before work begins, the licensed contractor reviews the asbestos information and proposed scope, completes a suitable risk assessment and prepares a plan of work. The contractor must notify the relevant enforcing authority at least 14 days before licensed work begins. The required controls will depend on the material and proposed method of removal. These may include a sealed enclosure, negative-pressure equipment, controlled access, decontamination facilities, appropriate respiratory protection and arrangements for safely packaging and transporting asbestos waste.
AIR MONITORING AND CLEARANCE
Independent air monitoring may be undertaken before, during and after the removal work. Where a four-stage clearance is required, it must be completed by a UKAS-accredited analytical organisation before the affected area can be returned to normal use and a Certificate of Reoccupation issued.

Not all work involving asbestos requires an HSE-licensed contractor. Certain lower-risk activities may be completed as non-licensed work where a suitable risk assessment confirms that the relevant legal conditions can be met. Examples may include the careful removal of intact asbestos-cement sheets, floor tiles, bitumen products and other materials in which the asbestos fibres are firmly bonded.
Non-licensed does not mean risk-free or unregulated: the work must still be properly assessed, planned and completed by suitably trained and competent workers using appropriate controls. Some non-licensed work must still be notified to the relevant enforcing authority before it begins. Known as NNLW, its classification depends on the material, its condition and how it will be disturbed.
PLANNING AND CONTROLS
Before work begins, the contractor must complete a task-specific risk assessment and plan of work. Controls may include restricting access, carefully wetting the material, appropriate respiratory and personal protective equipment, Class H vacuum equipment, controlled cleaning and secure packaging of asbestos waste. Asbestos waste must be transported by an appropriately registered waste carrier to an authorised facility, with the relevant hazardous-waste documentation retained.
COMPLETION AND DOCUMENTATION
A four-stage clearance and Certificate of Reoccupation are not normally required following non-licensed removal. However, reassurance air monitoring may be arranged where appropriate to provide additional information about airborne fibre concentrations after the area has been visually checked and confirmed clean.
