Asbestos air monitoring measures airborne fibre concentrations to assess conditions before, during or after work involving asbestos-containing materials. Monitoring is completed through a UKAS-accredited analytical organisation using controlled air sampling and phase contrast microscopy.

Background monitoring establishes the prevailing airborne fibre concentration before asbestos work begins or before another activity that could disturb asbestos. The results provide a baseline against which later monitoring can be compared. 

Leak Monitoring

How Air Monitoring Works

Leak monitoring is undertaken outside an asbestos enclosure while removal work is in progress. It helps assess whether the enclosure and associated control measures are effectively preventing airborne fibres from escaping into adjacent areas. 

Reassurance Monitoring

Reassurance monitoring may be completed following asbestos work, accidental disturbance or the removal of an enclosure. Once the area has been confirmed as visually clean, monitoring provides additional reassurance that residual airborne fibre concentrations are not elevated.  

Personal Monitoring

Personal monitoring uses a sampling device positioned within a worker’s breathing zone to assess their potential exposure during specific activities. Results can help evaluate working methods, the effectiveness of control measures and the suitability of respiratory protective equipment. 

Reporting & Results

Following air monitoring, a clear report will record the sampling purpose, locations, conditions, air volumes and analytical results. Any unexpected or elevated result will be communicated promptly so that the circumstances can be investigated and appropriate action taken. 

FOUR-STAGE CLEARANCE

Following licensed asbestos removal, the affected work area must successfully complete a four-stage clearance procedure before it can be returned to normal use and a Certificate of Reoccupation issued. Each stage cannot progress until the requirements of each stage have been satisfied. To maintain impartiality, the analyst should be appointed independently of the asbestos removal contractor.  


STAGE 1 – PRELIMINARY CHECK 


The analyst reviews the agreed scope and plan of work, confirms that the removal contractor considers the work complete and checks the condition of the enclosure, airlocks, transit routes, waste routes and surrounding areas. 


STAGE 2 – THOROUGH VISUAL INSPECTION


A detailed inspection is completed inside the enclosure or controlled work area. All surfaces, ledges, equipment and former asbestos locations are examined to confirm that no visible asbestos-containing material, dust or debris remains.  


STAGE 3 – CLEARANCE AIR MONITORING 


Once the area is visually clean and dry, controlled air disturbance is undertaken and air samples are collected from within the enclosure. The results must be below the clearance indicator of 0.01 fibres per cubic centimeter(0.01 fibres/cm³)before the enclosure can be dismantled and the procedure can continue.


STAGE 4 – FINAL ASSESSMENT 


After the enclosure, airlocks and associated equipment have been removed, the analyst completes a final inspection of the former work area and its surroundings.  This confirms that the area remains clean and that dismantling has not left any visible debris or contamination requiring further attention and allows for the issue of a certificate of reoccupation

CERTIFICATES & REPORTING

The documentation issued following asbestos work depends on the type of work and assessment completed. A Certificate of Reoccupation follows a successful four-stage clearance, while reassurance monitoring after non-licensed work produces a separate air-monitoring report or certificate. 


CERTIFICATE OF REOCCUPATION


Once all four clearance stages have been completed, the UKAS-accredited analytical organisation issues a Site Clearance Certificate for Reoccupation. The certificate confirms that the licensed asbestos work area has been thoroughly inspected and cleaned and is suitable to be returned to normal use. It records the work area and agreed scope, the outcome of each clearance stage, inspection details, sampling locations, air-monitoring results and any failures or corrective work required during the process.  A Certificate of Reoccupation cannot be issued until every stage has been completed satisfactorily. 


REASSURANCE AIR-MONITORING REPORT 


The UKAS-accredited analytical organisation will issue an air-monitoring report or certificate recording the purpose of the test, sampling locations and conditions, air volumes, analytical method and measured airborne fibre concentrations. This provides a documented record of the conditions at the locations and time sampled.
